Early draft, organized in seven chapters, with a Preface, which defines the place and role of North Omaha for the city, and an Introduction, referring to the Ten Year Budget, required for the process of reconstruction. Chapter 1: Human Structure; Chapter 2: Economic Structure; Chapter 3: Physical Structure; Chapter 4: The North Omaha Planning Process; Chapter 5: The System of Criteria; Chapter 6: Examples of Projects Evaluated According to the System of Criteria; Chapter 7: The North Omaha Commision; Chapter 8: The North Omaha Land Development Corporation. The document also includes two additional chapters at the end; the first one on obtaining further funds by using the planning process, and the second on the emergence of a new community, analyzing and unfolding the possible future developments in the area; they include budget estimates, handwritten notes and sources of funding .
