Early draft, organized in seven chapters, with a Preface, presenting the problems at hand, the community and city economic and social character and an Introduction, referring to a Ten Year Budget, as the base of the economic planning process. Chapter 1: Human Structure; Chapter 2: Economic Structure; Chapter 3: Physical Structure; Chapter 4: The Planning Process I – Development Criteria; Chapter 5: The Planning Process II – Funding and Planning Procedures; Chapter 6: The Planning Process III – Using the Planning Process to Obtain Further Funds; Chapter 7: The Emerging New Community. The document also includes a last section with initial correspondence, asking for continuation of funding the ongoing projects of which it includes plans/maps demarking the areas under consideration, cash flow tables, sketches with ten to twenty years of development.
