Reference Document

44-page report presenting proposals for better organizing the development of the Flagler Heights community, spatially, activity and economy wise. Organized according to four elements that are essential for any successful community: ‘Centers’ (focal points that draw people to the neighborhood), ‘peripheral spaces’ (edges of neighborhood, blocks, properties), ‘Circulation’ (traffic of motor vehicles, pedestrians, bicycles), ‘outside’ connections with economic and social forces in nearby neighborhoods). With reference to the A New Vision for Flagler Heights/Progresso report by C.E.S.
