91-page report prepared for the Weber County Commission (Doug I. Hunt, Chairman), Ogden, Utah. It is a comprehensive program for the development of the Ben Lomond, organized in two parts, besides the Introduction: “The Central Precinct”, identifying the implications of the hotel remodeling for the growth of downtown Ogden; “The Ben Lomond”, delineating development of the Hotel itself, while addressing issues of preservation, use and cost.
