Redevelopment of Cottbus City: Letter explains to Christopher Alexander the reasons of political sensitivity for which the city of Cottbus needed to sign a contract for the design plan of Altmarkt with somebody else, as otherwise the planning funds would expire. Nonetheless, the city intends to continue working with the C.E.S. on the Altmarkt, Spremberger Strasse, Heron-Platz, and Stadtpromenade project. 13/12/1996
